This is a TEMP shutter manufactured by Zavod Progress in Leningrad.

Supposedly was not mass produced.

KMZ's Moment shutter was based on TEMP.

TEMP shutter reputedly was used on Fotokor-3 and some early Moskva-1 cameras (according to Camera Repair book by Yakovlev).

This particular shutter seems to be the same size as the Fotokor 1 GOMZ shutter making it possible to be used on the mythical Fotokor-3
