This is a spy outfit for Kiev 303, disguised as a cigarette box. The cameras seems to have been produced in limited quantities in 1980s.
To wind the camera, one pulls on one of the cigarettes and then presses the shutter button on the side of the body. The camera comes with a paper John Player Special cigarette box.
